Stakeholder Risk Assessment Consultation

APHIS invites the public to review and comment on draft risk assessments and pest lists for fruits, vegetables, plants, and plant products. Your input helps us determine whether there is additional information that might lead us to revise the draft assessment before we identify pest mitigations and proceed with official rulemaking. 

Draft risk assessments and pest lists are open for public comment for 30 days. As new documents become available, APHIS will post them on this page along with the deadline for submitting comments.

How To Submit Comments

  • Email your comments to ppqpracomments@usda.gov.
  • When submitting comments, please include the name of the commodity assessed by the draft document (for example: apples, spruce trees) in the email subject line.

We will review all comments and consider the scientific and technical issues raised. Your input may result in changes to the risk assessments or pest lists. However, we are unable to respond individually to comments. 

Other Important Information

  • You will not find mitigations for pests shown in draft pest lists and risk assessments. Risk management, including mitigations, is conducted after we receive stakeholder and country comments on each pest list or risk assessment.
  • This stakeholder consultation service differs from providing official comments once a rule or notice is published in the Federal Register. You will have another opportunity to provide comments on our risk assessments or pest lists when the respective proposed rules or notices are available for comment in the Federal Register.
